Hadabima Authority of Sri Lanka

The Hadabima Authority of Sri Lanka before, The National Agricultural Diversification and Settlement Authority (NADSA) was established by the Gazette Extraordinary Notification No. 302/12 issued on 02nd February 1978 in terms of the provisions of the Agricultural Corporations Act 1972.
The Authority has been vested with the legal provisions to perform the following tasks by the said Gazette Notification,

  1. Preparing plans for agricultural diversification, settlement development and fully integrated watershed management and coordinating and implementing plans through the Corporation or through the Government or non-governmental agencies in the areas determined by the Minister.
  2. Management of all lands vested with or assigned to the Corporation with the objective of ensuring maximum productivity, environmental protection, conservation of land and water resources and settlement development.
  3. Preparation and marketing of agricultural products.
  4. Establishment, maintenance and operation of plants, equipment and machinery for agricultural diversification and settlement development.
  5. Implementation of all measures considered as required for the implementation of agricultural diversification, settlement development and watershed management in the areas specified in paragraph (1).
    The official name of the National Agricultural Diversification and Settlement Authority (NADSA) institution, name was changed in to Haritha Danaw Bim Sanwardhana Madhyama Adhikariya ( Hadabima Authority) by the Gazette Extraordinary Notification No. 678/15 issued on 07th day of December 1991 .
    With this change, the development regions of the authority were expanded Nuwara Eliya, Mathale, Ratnapura, Badulla, Kegalle and Monaragala districts which were limited so far to Kegalle & Kandy districts.
    Hadabima Authority of Sri Lanka was brought under the Ministry of Regional Development by the Gazette Notification No. 1958/72 dated 18th March 2016.
    The authority has been expanded with the legal provisions to perform the following tasks by Extraordinary Gazette Notification No. 2026/45 dated 07th July 2017.
  6. Encouraging, promoting and assisting local and foreign agricultural investment in commercial farming or any other agricultural ventures
  7. Planning and implementation of such plans, provision of services and imparting expertise for the creation of such agro-industry investment undertaken by non-governmental agencies, private sector or farmers with or without partnership with the Authority. (a)”Agriculture” means any business or institution that supplies physical inputs to the cultivation sector and transforms, distributes or otherwise adds value to agricultural raw materials targeting domestic and international market demand.
    (b) “Commercial cultivation” includes crop cultivation, animal husbandry, horticulture, floriculture and vermiculture carried out with a view to market.
    (c) Other agricultural enterprises include tissue culture, production of organic fertilizers, processing of food and edible oil, production of medicines using medicinal crops, agro tourism, includes manufacturing of agricultural machinery and other related accessories and
    such other industries based on horticulture and plantation crops based on such crops. Thereafter Hadabima Authority was brought under the Ministry of Agriculture, Rural Affairs, Livestock Development, Irrigation and Fisheries and Aquatic Resources Development again following the Special Gazette Notification No. 2070/56 dated 12th day of May 2018. All the development programs have been implemented to achieve Sustainable Development Goals such as Sustainable Development Goals 01, 13 and 15.

Offered by the Authority

  1. Soil Conservation & land rehabilitation by promoting sustainable land management practices (SLM) in agricultural lands.
  2. Promoting organic fertilizer production collaboration with the farmers.
  3. Fully integrated watershed management and conservation of water sources by tree planting.
  4. Conduct technical training programs to farmer communities about soil conservation, compost fertilizer production, Home gardening and poultry production.
  5. Promotion of home gardens and distribution of economic crops and other field crop seeds to the beneficiaries.
  6. Provision of air rifles, solar fences and protective fences to minimizing damage caused by wild animals to agricultural crops.
  7. Empower agro-entrepreneurs with improving technical knowledge and infrastructure for Beekeeping, Mushroom cultivation, Production of value addition products.
  8. Promotion of commercial level fruit villages.
  9. Conduct School-based & Community based environmental programs.
  10. Empowering farmers to increase egg production to meet the protein requirement of rural people
  11. conduct Participatory Development Rural Access Programs (PRA), conduct training programs for entrepreneurs
